CONTEXT
The full-scale war in Ukraine is ongoing for the third year, exacerbating the humanitarian crisis all over the country. The healthcare system is the one suffering the most. Over 50% of medical facilities in the areas close to the frontline, including Donetsk, Kharkiv and Zaporizhzhia Oblasts, became non-functional. Hospitals are repurposed to care for the wounded, leading to disruptions of basic and routine health services, including SRH. In the more remote regions of Ukraine, like Vinnytsia, the healthcare systems get overloaded by an influx of hundreds of thousands of IDPs, which they have to manage over their regular load, with staff capacity notably reduced due to part of the medical personnel being conscripted and sent to the frontline, not counting those emigrating to other countries.
MdM International Network is composed of 17 member organizations working in 80 countries and implementing around 400 programs worldwide, committed to providing care, bearing witness and fostering social change.
“Improving healthcare conditions for the population affected by the armed conflict in Ukraine” is the third phase of a project started in 2022 by MdM Switzerland in consortium with its network partners MdM Germany and MdM Spain and co-funded by Swiss Solidarity.
MDM CH is seeking for a coordinator who will manage the consortium, be responsible of monitoring the activities carried out in the different locations, coordinating the general achievement of the project and managing the communication with Swiss Solidarity and other Swiss partners, in line with Institutional fundraising referent in MDM CH in Neuchatel.
- To manage and coordinate the project cycle with the two operational partners including documentation such as reports, global analysis, need assessments, MEAL plan in order to ensure respect of internal and donors’ procedures
- To follow-up the planning and implementation of activities to ensure they are in line with the Consortium budget, goals, objectives, and deadlines
- To manage communication and relationship with the current Donor and look for new donors and partners for building a sustainable funding strategy.
- To manage the financial aspects of the Consortium through budget monitoring, implementation of financial procedures, accounting oversight and financial reporting.
- To provide administrative, logistical and financial support for the Consortium activities when needed.
MAIN ACTIVITIES
Programme Management
- Support Coordination: Facilitate effective collaboration and communication between the three consortium operational partners to ensure smooth implementation and synergy by participating in coordination mechanisms and meetings and tracking and facilitating accomplishment of agreed actions, including follow-up on these actions.
- Monitor progress: work with the MEAL officers of operational partners to track project progress against indicators and targets, to consolidate any identified challenges or deviations, and recommend corrective action. Support any third-party monitoring process.
- Monitor quality: Track the quality of project implementation by monitoring compliance to donor requirements, technical standards, and recommend best practices in collaboration with technical referents from MDM Switzerland, Spain and Germany.
- Risk management: Identify and assess potential risks to the project, recommend mitigation strategies, and monitor risks throughout the project lifecycle.
Grants Coordination
- Compliance: Guide partners to ensure compliance with donors and partners policies related to financial management, procurement, and reporting through providing presentations and sharing timely and up-to-date key documents on important contractual stipulations, donor compliance, and deadlines
- Financial management: in collaboration with the all the implementing partners ’finance teams, support the tracking of financial management of the project, including budget monitoring, forecasting, and financial reporting and participate in monthly budget follow-ups (BFUs), documenting and following up BFU actions.
- Recording: Ensure timely and accurate maintenance of Consortium files on MDM SharePoint. Ensure all donors submissions are documented.
- Communication and Fundraising: Ensure program sustainability by strengthening and maintaining donors and partners network and design proposal if necessary
Reporting
- Consolidate operational partner reports, review and submit timely and accurate reports to the donor, ensuring consistency across submission documents highlighting key achievements, challenges, and learning.
- Plan and coordinate donor reporting processes compiling, editing and providing feedback to ensure the development of high-quality reports, plans and other related key documents timely submissions, complying with donor reporting requirements.
- Design and facilitate the implementation of program quality tools, including reporting processes and responsibilities.
- Support documentation of lessons learnt, best practices and proven innovations in program design, implementation, monitoring and reporting to improve program design and implementation strategy.
Other
- Prepare necessary documentation, such as reports, presentations and organizational documentation, to share with Consortium stakeholders, including briefings for external entities.
- Work with Consortium operational partners document identified solutions to compliance-related issues or findings.

EMPLOYMENT CONDITIONS
- Reporting to: Operations Director or Desk (to be defined).
- Workplace: Dnipro, Ukraine.
- Workload : 100% position (40h/Week).
- Group accommodation paid for by the employer.
- Type of contract: Fixed-term contract for the duration of the project (until 31.10.2025) with high possibility of extension.
- Start date : February 2025.
- Salary wage: TBC (depending on age and experience) including 13e – with 6 weeks annual leave and
- flexible working arrangements.
- R&R are granted with an allowance.
Votre profil
- Hold a graduate degree or equivalent in project management, business administration, public health, law, international relations, political science, or another relevant field.
- At least 4 years of professional experience in a similar function, including partnership management, financial management, preferably within a legal, humanitarian or development NGO. Proven interest in the theme of access to health, international humanitarian rights and accountability is a strong asset.
- Prior experience in consortium and multi-partners project/Program/Grants financed by institutional donorsis essential for this position.
- Experience in high insecurity context, especially in post socialist countries, is highly desirable
- Knowledge of swiss donors is an asset
- Analytical, creative, ability to work independently and to set priorities, with excellent communication skills, intercultural skills, listening and negotiation skills and organizational skills, with attention to detail, and precision.
- Excellent command of English, both written and spoken. Good command of Ukrainian and/or Russian is a strong asset.
- Available for regular national travels to medium and high-risk contexts.
Knowledge and Skills:
- Ability to deliver concrete results in an environment where you don’t line-manage teams. Therefore, the position requires a high level of organization, diplomacy and negotiation skills, while being firm on producing results.
- Strong organization and planning skills, with excellent attention to detail.
- Broad understanding of donor rules and regulations.
- Expertise with non-profit budgeting is required.
- Proficiency with Microsoft Office applications including Word, Excel, and PowerPoint.
- Skilled in obtaining information necessary to accomplish duties.
