Médecins du Monde (MdM) is an international and independent medical NGO founded in 1980, that provides humanitarian relief and development aid to those most in need. The organisation observes the principles of medical ethics and humanitarian aid and is currently active in 77 countries worldwide.

In Palestine, three MdM chapters – MdM France, Spain and Switzerland – have been working for over thirty years, implementing emergency and development interventions. The three MdM chapters work in the Gaza Strip and the West Bank, including East Jerusalem, focusing on Mental Health and Psychosocial Support (MHPSS), Primary Health Care, Medical Emergency Preparedness and Response and Sexual and Reproductive Health (SRH).

Its advocacy strategy targets different type of stakeholders, persuading them on taking actions to deal with the root causes that deny the Palestinian people of enjoying their fundamental human rights and in particular the right to health and mental health.

Missions

MAIN RESPONSIBILITIES

The role of Advocacy Coordinator consists of designing and updating the advocacy strategy of the 3 MdM’s chapters (Switzerland, France, Spain) in Palestine and implementing its action plan.

WORKING RELATIONSHIPS

Hierarchical link: MdM CH General Coordinator (GenCo CH)

Functional link: As this is a shared position, the General Coordinators of MdM France and Spain serve as complementary hierarchical focal points. The Advocacy Advisors at the headquarters of MdM France and MdM Spain, along with the Advocacy Network Coordinator, provide oversight and play a supervisory role.

She/he is part of the MdM CH Country Coordination Team.

ROLES AND RESPONSABILITIES:

The Advocacy Coordinator is part of the MdM CH coordination team and represent/operate for the interest of the 3 chapters of MdM in Palestine.

Development and implementation of the advocacy strategy

  • Update and consolidate the MdM’s advocacy strategy for Palestine in coordination with the GenCos, the Desk Officers and the advocacy focal points at HQ.
  • Propose an adequate advocacy action plan for the missions and for the field bases, including activities aimed at achieving objectives at the international level, using traditional and innovative advocacy actions, tailored to the context and the audience.
  • Organize and participate in high-level briefings, diplomatic visits and field visits.
  • Monitor closely and analyse the political environment and context, including the international community, Israeli and Palestinian Authority.
  • Update the strategy and initiate reactive advocacy actions based on regular follow up of the main political and diplomatic stakeholders’ agenda, statements and movements.

 

Capacity building

  • Sensitize the field teams about advocacy work and involve them in advocacy actions, such as briefings, and train the field teams to collect testimonies.
  • Encourage the team to participate in and produce communication material.
  • Ensure advocacy, humanitarian principles and IHL trainings for the field teams.

 

Elaboration of advocacy supporting material

  • Elaborate evidence-based advocacy materials highlighting advocacy messages based on our field data on the different areas of the strategy.
  • Propose, draft and review relevant advocacy materials.
  • Work closely with the MdM’s Field and Technical Coordinators, and the General Coordinators in the collection of key operational data to be used for advocacy and reporting purposes.
  • In coordination with the HQ advocacy focal points, HQ coms departments and with communication focal points at field level, support the drafting of press releases and social media content designed for advocacy purposes.

 

Coordination, networking

  • Support the MdM Network advocacy for Palestine, in close collaboration with the the Advocacy Advisors in HQ the MdM international network advocacy manager and the MdM international network communications manager, ensuring common positioning, and development of joint initiatives.
  • Represent MdM and participate actively in advocacy coordination groups (AIDA, HCT advocacy working group, other INGO platforms), to develop shared messages and take part in joint initiatives.
  • Maintain regular and direct communication with major stakeholders including political authorities, diplomatic representations, international organizations, local and international NGOs, if requested.
  • Develop a strong local network, including international and national NGOs / platforms, Palestinian and Israeli actors, etc. and maintain the advocacy contact database.
  • Support and capacity building MdM local partnerships, especially in advocacy.
  • In coordination with the GenCos, the Desk Officers and the advocacy focal points at HQ, create and maintain contacts with relevant stakeholders at international level.

 

As Communication Focal point for Palestine when related to advocacy

  • Proposes and contributes to media interventions when related to advocacy purposes: press briefings, press releases and statements targeting media.
  • Coordinate international awareness days and campaigns related to the operations in the field. (Mental health, Protection and Gender Based Violence, according to the advocacy action plan).
  • In coordination with the Communication’s department, organize press briefings and press trips to the field.
  • Share materials from field teams to HQ coms that are relevant to advocacy abd review the social media materials proposed at mission level, and HQ level.

As per the shared nature of this position between the 3 MdM’s chapters, is expected that the Advocacy Coordination is able to ensure a fruitful coordination to build a common and shared view and approach.

Considering the number of organizations (both national and international) involved in advocacy in Palestine, coordination and co-construction is an essential component of the position.

The list of mission’s tasks is not exhaustive and may be changed to reflect developments and specific needs.

Vos conditions d'emploi

  • Location: oPt
  • Working place: Ramallah, with frequent visits to West Bank, especially Bethlehem, Jericho, Nablus and Bir Zeit (office location of other MdM chapters’) and Gaza if the situation allows
  • Contract duration: 12 months, renewable and subject to funding approval
  • Type of contract: salaried Expatriate position. Salary CHF 3’420+ valuation according to experience. Medical, loss of earnings and pension insurance. Installation and accommodation package. If family status, family allowances and schooling package. Details on request.

  • Rhythm: full-time

Votre profil

  • Strong knowledge of the occupied Palestinian territory is an absolute prerequisite.
  • Proven experience developing and implementing advocacy strategies at local and international level
  • Excellent analytical skills, especially in complex political contexts
  • Excellent representation and diplomatic skills, including the ability to defend advocacy position in front of external actors.
  • Excellent verbal written and verbal skills in English and French. Arabic is an asset.
  • Excellent management of Windows environment (Word, Excel…), strong familiarity with the main social media for advocacy purpose.
  • Strong organisational and coordination skills.
  • Capacity to work autonomously and task prioritization, following agreed workplan.
  • Capacity to take initiatives and propose innovative solutions and to easily adapt to fast changing context.
  • Knowledge of data analysis and documentation for advocacy purposes.
  • Knowledge of how to use policy, research, lobbying, public campaigning, media and digital work to influence the political agenda.
  • Resistance to stress in tensed security context and heavy workload.
  • Ability to have an emotional endurance and capacity to cope with exposure to high levels of human suffering on the long term.
  • Willingness to travel outside the country and to locations in insecure environments.
  • Driving licence (including manual cars).
  • Knowledge of International Humanitarian Law is an asset.
  • Experience in protection, GBV and health related topics is an asset.
  • Skills in graphic design, video, photo editing, Adobe suite and web development applications (would be a plus).
